This Ethics Order covers ALL (current and former)
 OSA-staff who have threatened to sue or embarrass
 or attack or have been a party to such attacks,
 or who have legally or otherwise attacked
   decent and helpful Scientologists,
   such as Field Staff Members, Field Auditors,
   Mission-holders, or Church Executives,
   ESPECIALLY those decent and helpful Scientologists
   who were falsely declared Suppressive - as these
   would have needed the most support and help -
 or who have threatened legal actions
   against Missions and Orgs,
 for instance in ways as done by Marc Yager,
 RTC Inspector for Admin, as described
 in the HCO Sec Checks on him of 29-31 Aug 94
 (see RI-3i 'SEC CHECK Yager RTC' of 14 Sept 1994).





PTS TYPE C --- DEFINITION


I quote from HCOPL 27 Oct 1964

"Policies  ...  for types of persons
 who have caused us considerable trouble."

"They include: ...

 C. Persons who have ever threatened
 to sue or embarrass or attack,
 or been a party to attacking Scientology ...
 should never be accepted for processing ... "

"THEY HAVE A HISTORY OF SERVING
 ONLY OTHER ENDS THAN CASE GAIN
 AND COMMONLY AGAIN TURN ON THE ORGANISATION OR AUDITOR."

"They have already barred themselves out by their own overts
 against Scientology
 and are thereafter difficult to help,
 since they can not openly accept help
 from those they have tried to injure."

PTS TYPE C DECLARE ---- CONSEQUENCES --- CONDITIONS


They may not be accepted for auditing or training
 until their compulsions to harm Scientologists
 and their intention to mis-use the funds of Scientology
 for harming Scientologists,
 until these evil purposes have been recognised by them
 to such an extent that these compulsions
 can be then handled by auditing (The False Purpose Rundown).

Their word may however NOT be taken for that.


It must be demonstrated by them, by submitting proof
 that they themselves, without any help of others,
 have greatly improved the condition of another
 by the use of Scientology auditing techniques,
 but not on any Org or Mission lines,
 as they are barred from proper in-the-Org training and auditing
 due to their Condition of being PTS Type C.


The auditing on their evil purposes
 to harm Scientology and Scientologists,
 which they will then receive after the mentioned Ethics cycle,
 may not be paid with any staff-award or staff-discount
 or as staff-auditing,
 as they have not earned any such award in reality,
 but have harmed the group.
They must pay the full price public donation by themselves.


HCOPL 'Orders, Illegal and Cross' of 13 Jan 1979 applies
 to prevent any staff from claiming 'they only followed orders'.

Following suppressive Orders,
 also following suppressive SP-declares
 and suppressive Expulsion Orders,
 is in itself a Suppressive Act
 and will so be labelled by me; now, as well as in any past.

'Self-defense' does not include
 following orders to suppress;
 in other words:
 shooting one's friends (with the justification
 'in order to not get shot oneself') is a Suppressive Act,
 with very serious spiritual consequences
 for the person who did so.
