   Reference:  RI-30i 'SP-Declares are Intended' of 17 Feb 1994

   Purpose:    1.  to declare Suppressive Persons suppressive;
               2.  to un-declare and protect decent persons
                    from being declared suppressive.



Now that you know that SP-declares are intended,
 you might as well use that knowledge for our benefit!



                   'NOT MY RESPONSIBILITY'

When someone sees an SP,
 his usual attitude is
 "That is not my responsibility
  to get him or her declared suppressive"
 often with some kind of negative or hopeless remark, like
 "When is now finally
  someone going to do something about this!".


One old-time staffmember (a Sea Org member even),
 quite PTS and with considerable evil purposes,
 recently told me
 that it is
 "Against the Codes of the Church of Scientology
  to declare a Suppressive suppressive!".
 At the same time, he demanded that
 "Declaring a sane decent, responsible,
  upstat and contributing Scientologist
  with great love for his fellow Man"
 WAS strictly according to the Code of the Church.

Why?  Because ANOTHER had done the Declaring
 and the not Declaring.
 HE had absolutely no responsibility whatsoever
 for declaring any Suppressive suppressive.

Whether a Suppressive was declared suppressive
 or whether the SP-declare of a good person was prevented,
 that had all nothing to do with him.
Yet he himself was not a Suppressive Person.
 He liked people, he desired their progress,
 tried to help them, and so on,
 ... as long as nobody would prevent it.


But we know now that SP-declares are intended.
Whether issued on Suppressives,
 or whether issued on good and valuable people
 who can detect Suppressives,
 they are, in both cases, INTENDED.



                     YOUR RESPONSIBILITY

So I tell you now,
 to please take some responsibility
 for intending Suppressive Persons
 to be declared suppressive
 or otherwise removed from a position where they can do harm,
 and to please take some responsibility
 for preventing decent, valuable,
 and honest people from being declared suppressive.


This request of mine to you is about the same as
 "Please feed your body and don't poison it."
That's all I ask you to do, really.
Now suppose you are not a body,
 but you are a spiritual being.



                    'HCO POLICY WILL DO IT'

SP-declares ARE intended,
 they do not occur until someone actually wants
 and decides to have someone declared suppressive.


There exists, I am very sorry for you,
 NOT a person or staffmember who is called "HCO POLICY".
 These are NOT individuals,
 but these are ideas written on pieces of paper.



                         'FAMOUS PERSONS'

We have this famous person called 'nobody'.
'Nobody' is responsible for it.

The next famous person is called 'somebody'.
 'Somebody' should do something about it.

I am very mean and unsocial in that I actually
 look for and find
 these people called 'nobody' and 'somebody',
 and I give them their correct Ethics Condition,
 because these people DO exist.


The third famous person is called 'everybody'.
'Everybody' follows suppressive orders.

I am good at finding famous persons,
 so I also find 'Everybodies',
 if necessary with the help of an E-meter.

And I also assign 'Everybody'
 his or her correct Ethics Condition.


Staffmemders, or posts, are NOT ideas, they are alive people,
 beings like you and me,
 good or bad, beautiful or ugly, honest or dishonest,
 brave or cowardly, intelligent or stupid,
 compassionate or coldhearted, enthusing others or ruthless,
 lively or very dead.



                        NIRWANA

If you think you can go through life WITHOUT
 declaring Suppressives suppressive,
 and WITHOUT defending decent people
 against being declared suppressive,
 then you should start to look for Nirwana,
 because THAT is Nirwana,
 a place where you don't have to declare anybody suppressive,
 and where you don't have to defend any friend.

It is just a State of using a lot of mental force
 to make oneself not perceive others or the environment,
 and to make oneself unaware of that there even is or was
 an environment and friends and enemies.

It's the trick of knowingly and intentionally
 making oneself unaware of the present and past,
 and when one has achieved that,
 one has achieved, or is in, 'Nirwana'.

This is a quiet and peaceful state
 which certain religions
 and practises have tried to teach and practice - all
 in an effort
 to not have to declare
 a Suppressive a suppressive. (See footnote)


That was the only purpose
 for achieving this intended State of Nirwana,
 this State of making oneself nearly dead as a being.


Now I can tell you
 that this is very very upsetting to his friends
 when he decides that he does not know that they exist
 and when he decides
 that his friends have never existed
 and never communicated to him,
 and will not ever exist or communicate to him.


This State of Nirwana, when someone does achieve it,
 does not last very long - maybe a day,
 or a month, or a few years
 and then the being has to snap out of it
 because it is too insane,
 too evil what he is doing with it,
 too much a betrayal of himself and of his friends,
 too much a betrayal of his own nature,
 which is to be alive, active,
 helping his friends, playing games.

So he starts to be alive again,
 and he is then being very ashamed
 that he has deserted his friends
 "in order to experience 'happiness' ".

This is the road down down down.



                      YOUR INTENTION

There is a road up,
 and that includes
 taking responsibility that Suppressives
 are declared suppressive
 and that decent beings
 are prevented from being declared suppressive.


And it is YOUR intention that makes ALL the difference.


What's this intention?
It's putting out the idea how something should be.
And that's all.

And the strength of your intention
 is how strongly you put out the idea of how it should be.



In Scientology,
 ideas which are based on truth win easily,
 but they still have to be intended.

     This is why Socrates
      refused to have his Ethics put in by Plato.
     Socrates rather wanted to die
      than handle the SP's who sentenced him to death.
     In order to cover up what was simply his total cowardice,
      he wanted now to achieve what he called
      'spiritual perfection and peace'.
     He had his personal solution to his cowardice
      and to being restimulated by confronting evil:
      "Don't confront Suppressives, just avoid them."
     Most of his friends swallowed his pretended
      'show of strength in the face of death',
      his covering-up of his cowardice
      and his utter betrayal of his friends
      by selling to them as Ethics,
      what in actual fact was only being 'Victim'
      and what in actual fact
      was only making himself very right for committing suicide
      and for not opposing the Suppressives
      who also attacked his friends.
     Socrates could convince himself
      so easily that he WAS 'right',
      because he considered himself, and others,
      to be First Dynamics only.
      "So, what's wrong with being in Nirwana?"
     (He continued to abandon spaces to Suppressives
      so thoroughly,
      that he finally wound up
      feeling safe
      only inside the space of a tiny electron - which
      therefore should have actually been named 'Socraton',
      not 'electron'.)
