What Koos nearly found out about
 Miscavige and L. Ron Hubbard, in 1991,
  now comes to view
   in this session of 24 October 1995.

[Auditor:] What overt [crime] did Munich Org commit?  LF LF's

[LRH:] "Munich Org has a suppressive Ethics Officer:
 Karin Schiele.

"Munich Org has over-sold to their public
 and by manipulation through the Ethics Officer
  made the public guilty, when [there were] complaints.

"[The idea of criminal Munich Org staff
 about Munich Org:]
  'MUNICH ORG IS NOT THERE FOR ITS PUBLIC,
   BUT THE PUBLIC HAS TO BE THERE
   FOR THE UPKEEPING OF THE ORG'."

                on ALL Scientology Organizations
                 by 'Religious Technology Center'.]


[Koos to LRH:] Koos does not like the valence
                with which you [LRH] are looking at this.
               It's detached,
                without any compassion for the individuals concerned,
                 rather cold blooded.

               So we change the questions to:
                 'What overt did you command Munich Org to commit?'
                 'What did you demand of Munich Org to withhold?'



[Auditor to LRH:] What overt did you
                   command Munich Org to commit?  F LF's

[LRH:] "It was me who demanded of Munich Org
 to heed Ethics Policies
  that allow Suppressives
   to stop the progress of a Scientologist.

"Nina Voegtli's [now the Commanding Officer of Munich Org]
 original intention [when she joined staff] was
  to audit people and
  let them have the wins of auditing.

"In 1991,
 I forced on her to accept the Justice Chief System, and
 I made her go thoroughly confused
  [about] what would be the main important datum
   to observe by which to evaluate other data.

"I made her so confused
 that her only stable datum remained:
  'LRH knows something about Justice'
   which became her Service Fac [fixed idea].

"She did not say:
  'I, Nina, know something about Justice', or
  'I, Nina, know something about life', or
  'I, Nina, know something about Koos'.


"The senior datum above all other data,
 the senior policy above all other policy is:
   'Orgs are there to deliver auditing and training!'"  LF


[Koos to LRH:] Koos wants to have the question answered
                and not justifications!


[Auditor to LRH:] I repeat my question:
                   What overt did you command
                    Munich Org to commit?

[LRH:] "It was me who demanded Munich Org
 to heed Ethics Policies that allow Suppressives
  to stop the progress of a Scientologist.

"I demanded of Munich Org to refuse Koos auditing.
 I demanded of Munich Org to refuse Koos's children
  auditing and training.  LFBD

"I demanded of Munich Org
  to accept a suppressive Ethics Order
   of a suppressive International Justice Chief
  as a valid piece of document, and
  as a sane decision which should be binding to them.


"Of course, I expected of them also
  to evaluate and make an ethical decision.

"I commanded them
  to follow, and make others follow,
   a suppressive order.

"After all, it was not all uniquely created by them.


"My intentions
 to HAVE an International Justice Chief System
  play an important role in it.

"With my order:
  'Respect and do not by-pass the
   International Justice Chief System!',  LFBD
  I commanded Munich Org to stop Koos's auditing."



[Koos to LRH:] When and where and how did you order:
                'Respect and do not by-pass the
                 International Justice Chief System!'?

[LRH:] "I did not order it directly in 1991
  to any terminal in Munich Org,
 but I ordered it
  when I made the various Policies
   regarding the International Justice Chief System.


[Koos to LRH:] Which Policies exactly,
                when made exactly,
                where made exactly, and
                under which circumstances made exactly?
               I am going to get tired of this!

[LRH:] "Regarding which and when:
 All Policies which concern Ethics and Justice
  were meant to tie into each other:
   the detailed information
    what will be subject to Ethics,
     from misdemeanors to crimes and high crimes, and
    how it shall be treated,
     is part of it, etc."

[Koos to LRH:] This is all bullshit!


[Koos to LRH:] Which HCO Policy Letters did Miscavige write
                that you have issued as yours?

[LRH:] "He wrote none.
         [Note by Koos: This is a blatant lie. (see below)]

"But in 1982
  I put the office of the International Justice Chief
   under his [Miscavige's] command,
   lines going from the Religious Technology Center
    to the office of the International Justice Chief."


[Koos to LRH:] How precisely did YOU [LRH] do that?

[LRH:] "Miscavige demanded it of me.

"And it seemed to me a survival decision of mine
 to give him more control.

"And further, RTC - Religious Technology Center -
 was supposed to deal with [the task of]
  bringing the correct application of the Tech in all areas."


[Koos to LRH:] What Policies did
                Miscavige demand of you to write, and
                when and where, and
                under what circumstances
                 since 1975 up to 1986?

[Auditor to Koos:] I do not get an answer.

[Koos to Auditor:] He (Ron) probably feels insulted.
                   That is not intended,
                    but it's alright with me.

[Koos to LRH:] What Policies did
                Miscavige demand of you to write, and
                when and where, and
                under what circumstances
                 since 1975 up to 1986?


[Koos to LRH:] Are you (Ron) upset with yourself?

[Auditor:] I get a HEAVY griefcharge from Ron,
 his answer is "Yes".  LFBD


Auditor assesses [handles] SEVENTY (70) ARCX's [upsets]
 of LRH with HIMSELF.

 THAT MISCAVIGE WROTE A LOT OF POLICIES
  WHICH WERE ISSUED AS COMING FROM L. RON HUBBARD,
   SINCE AT LEAST 1982.

THE MOST VICIOUS AND HORRIBLE
 CRIME AND HIGH TREASON IS,
  THAT LRH DID NOT PROTEST THESE.
