in order to incorporate much new knowledge gained
since first publication of this RI-Bulletin.]
The following text from the PR-book "What is Scientology?"
- which was posted regularly by OSA-PR about half a year ago -
is corrected
so as to apply basic, white Scientology to it
- instead of the violently anti-Scientology
lying practices by the "Church" of Scientology's PR-department,
rampant on the Internet.
I am correcting the false text
which is again and again posted by OSA-PR:

> are the facts concerning the G.O. (The old Guardian Office).
They are NOT posting the facts.
They are JUST "PR"-STATEMENTS
WHICH ARE EXTREMELY UPSETTING TO ANY DECENT SCIENTOLOGIST,
but it is indeed the version
of the deposed most violent anti-Scientologist
and anti-social being called David Miscavige,
who was made head of the "Church" of Scientology
in 1982 by L. Ron Hubbard.
So this is actually Miscavige's story below,
posted as "official" "Church" of Scientology "history".
> The Guardian's Office, known as the GO, was initially
> created in 1966 as a unit to deal with the Church's legal and
> external affairs.
It was created by L. Ron Hubbard himself,
with the assistance of his wife Mary Sue Hubbard,
per Hubbard Communication Office Policy Letter
"The Guardian" of 1 March 1966.
The 'GO' [Guardian Office] was set up
after L. Ron Hubbard had achieved his state of Clear in 1965.
The Guardian Office (GO)
had been set up by L. Ron Hubbard
FROM THE VERY BEGINNING TO FAIL,
because it started out, and continued to its end,
with anti-Scientologists at its head.
The control of money and legal affairs
was put in the hands of the Guardian Office
in each "Church" of Scientology,
as planned and ordered and tightly controlled
by L. Ron Hubbard himself
"in order to protect Scientology".
But the "protection"
was in fact done by anti-Scientologists,
which L. Ron Hubbard NEEDED
in order to dominate and control Scientologists,
or, (if they didn't want to be dominated by him)
to get rid of decent and responsible Scientologists.
This was the sole function of the Guardian Office
- which has been replaced
by the Office of Special Affairs and
by the Religious Technology Center -
to dominate people.
> The GO had been infiltrated and set up to fail in its
> mission to protect the Church. It was influenced to abandon
> its original mandate and established itself as an independent
> autonomous unit, answerable to nobody. It was isolated not
> only from the mainstream activity and management of the
> Church, but even from the Founder of the religion. Some GO
> executives actually tried to gain exclusive control over
> Church corporate and financial affairs.
L. Ron Hubbard had received - but disregarded -
countless reports
that actions by Guardian Office-staff
were anti-Scientology and harming Scientologists
and harming the dissemination of Scientology.
L. Ron Hubbard did not mind
that countless Scientologists
were 'declared suppressive' and kicked out
by the anti-Scientologists of the Guardian Office,
headed by himself and his wife Mary Sue.
In fact, L. Ron Hubbard WANTED IT
in order to establish and maintain his "supremacy",
by kicking out anybody
who was more decent and more able than he himself was.
This is out-right evil,
and it is one of the very dark sides
of the character of L. Ron Hubbard.
THE IDEA AND ORGANIZATIONAL SETUP WAS,
THAT SUCH EVIL ACTIONS AGAINST SCIENTOLOGISTS
WOULD NOT BE TRACED BACK TO L. RON HUBBARD HIMSELF.
In fact, L. Ron Hubbard made
'blaming others for his own evil deeds,
and getting rid of every follower
who might throw - correctly - suspicion on him
for the evil he secretly ordered',
a way of life, almost a character-trait.
Bill Robertson
- a most able and responsible Scientologist
and early friend of L. Ron Hubbard,
and of many Scientologists,
(Bill actually built up many of
the then still expanding Scientology Organizations) -
is an example of someone thusly betrayed by L. Ron Hubbard,
and an example of someone who never discovered
- never wanted to discover - who threw him out.
Decent Scientologists,
like Pedro Doria from AOSHUK to name one example,
were recruited into the Guardian Office,
with the express but hidden purpose
that they be caved in and 'broken',
or - if they would not be broken -
thrown out completely for
'not being in agreement with the goals of the "Church"', and
therefore ex-communicated, and
visited with dirty tricks
in order to try and prevent them
from bringing the truth about these actions to light.
That group, the Guardian Office,
was advertised publicly by L. Ron Hubbard himself
- with posters in all Scientology Organizations -
to consist of "tip-top people from the top on down".
> The first warning that all was not well with the GO
> came in the late 1970s.
L. Ron Hubbard started to think of
secretly abandoning his responsibility for the group further
- you know, the more hidden crimes he committed,
the more he wanted to run away from the group -
and had SECRETLY
(hidden from International Management and all Scientologists)
selected David Miscavige as his successor,
on a wholly irrational basis
(Miscavige had been his son and successor
in an earlier lifetime on Sicily [an island near Italy]),
and L. Ron Hubbard wanted Miscavige
to get rid of all those
who might find out
the very unsavory parts
of L. Ron Hubbard's character and actions.
Miscavige saw his chance
to take the whole "Church" of Scientology
- lock, stock and barrel -
with L. Ron Hubbard's approval,
when the US-Government
was given an opportunity
to attack the "Church" openly and legally
- rather than covertly and illegally
as the US-Government had been doing
by planting "secret government reports"
all over the world with the misinformation
that Scientologists were 'CIA', or 'Drug-Dealers', etc.
Scientologists were caught in the USA
at covertly obtaining these documents about themselves.
They did not first get a 'Freedom of Information Act' passed,
by which means
they could have gotten the same documents by legal means.
L. Ron Hubbard,
by his accumulation of his own crimes on Scientologists,
refused to face this attack on Scientology,
but accepted the advice
of the most criminal, most anti-Scientology
designated heir, David Miscavige,
that the "Church" of Scientology
NOT press for charges against the US-Government
(a case about the Government
planting false information on Scientology,
a case which would have been a sure winner
for L. Ron Hubbard and Scientology).
The anti-Scientologist Miscavige
advised L. Ron Hubbard
to get these Scientologists convicted and jailed, and
to give all power to Miscavige himself
who had "purged Scientology from the evil Guardian Office".
This all indeed was done
with the full knowledge and consent of L. Ron Hubbard,
who - extremely irrationally -
thought and promoted that
"someone with high 'production' showing in Scientology,
can not be considered to be anti-social"
- which is a very destructive idea,
one of the many destructive ideas
which have practically ruined the "Church" of Scientology,
ideas which created numerous and valid attacks
on both the subject of Scientology
and on the "Church" of Scientology.
Miscavige had a scheme by which he stole
millions and millions of dollars from Scientologists
and
then declared these "Suppressive", and
ex-communicated them, and
had them exterminated by dirty tricks and lawyers
- exactly those very same means
the "evil Guardian Office" had employed,
and quite similar to the way
Adolf Hitler had "high production"
by stealing property from all the Jews
in Germany and occupied territory,
and then exterminating these
"Suppressive members of the group".
After Miscavige had grabbed power,
he managed to blame it all on
"the evil Guardian Office"
- internally as well as to Scientologists world wide
(by making the fake "L. Ron Hubbard"-briefing-tape
'Today, Tomorrow, the Proof - Ron's Journal 38')
and externally also to the press and to legal Courts.
The fake "L. Ron Hubbard"-tape
is STILL sold in Scientology "Churches",
and 'OSA' and RTC
are STILL pushing its most evil content off
on both Scientologists and on the press,
as "official" "Church"-history.

> Representatives of Church management
> realized that the GO no longer had the best interests of the
> Church and its Founder at heart. The GO's management of the
> Church's external affairs was notably deficient and many
> parishioners and staff began to suspect that matters for

> accordance with the teachings of Mr. Hubbard. In fact, by
> this time, the Guardian's Office had abandoned any pretense

Miscavige had
- again in order to gain full power
over all Scientologists present and future -
planned, with L. Ron Hubbard as his protector and promoter,
that they create a 'Religious Technology Center' [RTC]
which owned all the materials
and could so dictate, (Miscavige and L. Ron Hubbard believed),
all actions (or stop any action)
that used Scientology Technology,
and thereby dictate all Scientologists
who wanted to use Scientology
or wanted to be in the group of Scientologists.

Miscavige sold this as "keeping Scientology purely applied"
to the Scientology public
- in the mentioned fake tape,
which L. Ron Hubbard,
when he found out about the fake text and impersonation,
called "good PR" and "pushing power to Miscavige".
(It is in fact
the highest crime in Scientology,
to present something
as being a lecture or bulletin by L. Ron Hubbard
when it is not
- but L. Ron Hubbard did not want
to boot his protege and successor Miscavige out,
so L. Ron Hubbard swallowed this outrageous act
and "justified" it.)
> Many of the GO staff
> were not involved in any of the unlawful activities and,
> wanting to conduct their affairs in accordance with the
> Founder's teachings, abandoned their former GO leaders. They
> then gave their full support to Church management in the
> clean out and disbanding of the GO. Those who participated
> in or knew of the GO's illegal conduct in any way were
> removed from Church staff and forever banned from future
> Church employment.
They were incorporated
and continued their employment
in the Office of Special Affairs [OSA],
such as for instance OSA Director International Kurt Weiland.
All files and functions and staff of the Guardian Office
- except those few who were indicted by the US-government -
were taken over by the Office of Special Affairs, the OSA.
Now Miscavige and L. Ron Hubbard
began the ACTUAL great "purge"
- a purge not at all of criminal elements, as they pretended,
but getting rid of the most responsible
and the most decent Scientologists
who MIGHT pose indeed a serious threat
to the supremacy of Miscavige
and, by consequence,
a threat to his protector and promoter.
A true witch-hunt began suddenly,
for "squirrels".
These were Scientologists
who refused to act robotically, and
who REFUSED to act coldly and inhumanely
and exactly per 'orders is orders' or "Befehl ist Befehl".
The witch-hunt
- while covering up that it was just
a grabbing for
what these criminals like Miscavige and L. Ron Hubbard
consider to be Power -
was carried out
by a small group of anti-Scientologists,
with the full approval or consent of L. Ron Hubbard:
Marc Yager,
Ray Mithoff,
Richard Reiss and
Norman Starkey,
to name a few.
These he placed in strategic positions.

A large number
of therefore productive and rich Scientology Missions
were closed down, and "Churches" of Scientology
were decimated.
L. Ron Hubbard now estimates
that the money which Miscavige "legally" stole
from Scientologists and Mission holders
in this way
without giving them any service in return,
and by declaring them suppressive,
ex-communicating them
and harassing them with lawyers
and covert intelligence dirty tricks,
amounts to some 64 million US Dollars.

The money earned by actual honest production
in independent Scientology Missions was stolen.
A new function was created
to now get money WITHOUT production,
by the means of
the 'International Association of Scientologists',
the IAS,
whose representatives
in each local "Church" of Scientology
demanded "donations" of up to 250,000 US $
from each Scientologist,
WITHOUT giving anything in return
other than the idea
that they were 'protecting Scientology'
from attacks they themselves brought about in the first place,
by DENYING production.
This was the "high production" of Miscavige,
by which L. Ron Hubbard wanted to "prove"
that Miscavige's intentions were very "Pro-Scientology".
Not criminal "Guardian Office"-personnel were purged,
but hard-working dedicated Scientologists
who had worked for years with the purpose to care for people,
and therefore owned large Missions or "Churches".

Miscavige "PR-ed" his witch-hunt
in large glossy sheets
called 'Keeping Scientology Working'-News.
Miscavige himself could not Audit
[he could not apply Scientology-processing himself],
but he personally ordered
- as his main and only technical "achievement" -
that all Scientologists world wide
robotically do drills
to "set the sensitivity of the E-meter"
...incorrectly by the way.
(Anybody who can and WANTS to audit,
adjusts the E-meter so that the meter reads well,
just as any technician would as a matter of course
adjust his monkey-wrench to the size of the nut.)
> Sadly, there were also some people in the Church, but
> outside of the GO itself, who sympathized with the GO because
> of their own agendas to achieve autonomy and gain control of
> the Church's finances.
It was solely the purpose of
Miscavige and L. Ron Hubbard themselves
to dominate
all Scientologists and
all "Churches" of Scientology.
> In some cases, it was the Scriptures themselves they wanted to
> pervert for their own ends.
This ALSO was and is solely
the purpose of L. Ron Hubbard himself,
of Miscavige, Ray Mithoff, Marc Yager, etc.
THESE are the avowed enemies of Mankind,
and I have so declared THEM.
> Given [the fact that] these people had proven themselves to be
> avowed enemies of L. Ron Hubbard and the religion, they were
> excommunicated.
In these witch-hunts,
Miscavige and L. Ron Hubbard
got rid of valuable and deserving people,
such as for instance David Mayo,
then Senior Case Supervisor International
and L. Ron Hubbard's personal auditor
and most important Technical Assistant.
David Mayo was driven insane by L. Ron Hubbard:
L. Ron Hubbard ordered him
to actually run around a pole for six months,
and "sold" it to Mayo
as a new "rundown" [spiritual technology]
to "make him confront Miscavige and L. Ron Hubbard".
Mayo never did recover his sanity,
and up to this day
he does confront neither L. Ron Hubbard nor Miscavige,
but has now accepted large bribes from RTC
in order that he shuts up for the rest of his life.
To really top it,
Miscavige and L. Ron Hubbard accused Mayo
of issuing own material under the name of L. Ron Hubbard,
whereas it was Miscavige
who did actually do such a thing
with the fake "L. Ron Hubbard"-tape "Ron's Journal 38"
which was spoken by a known Hollywood voice-imitator.
For years,
L. Ron Hubbard and Miscavige and his mentioned accomplices
conducted a smear- and legal campaign against Mayo,
in order to "smash him like a cockroach",
- which they indeed succeeded in,
and completed recently,
when Mayo sold his soul, his integrity, and his future sanity
for a big handful of dollars
to L. Ron Hubbard and Ray Mithoff.
They really DO drive people insane for keeps,
in order to "protect"
their own secrets,
their own most evil and despicable betrayal.
Also now
they continue to try and smash those
who had and have the integrity,
and decency to Mankind, to stand up:
> Today, some of these same people, no longer part of the
> Church, are loudly and bitterly critical of the Church's
> current management. It is these few apostates who are most
> often the ones who spread vitriol about Scientology and
> Church leaders. When they make allegations of wrongdoing,
> they are referring to the acts of the GO, of which many of
> them were either a part or in sympathy with. They fail to
> mention their involvement or the fact that they were kicked
> out of the Church because of their GO involvement -- or the
> fact that the very people they now try to tarnish with their
> allegations are the very people who permanently rid the
> Church of those who committed or supported such misdeeds.
>
> This clean-up of the GO was led by Mr. David
> Miscavige, who removed all corporate control from the hands
> of the GO, and dismissed all personnel who had been involved
> in illegalities or attempts to alter Mr. Hubbard's
> technologies. Mr. Miscavige and a team of church executives

I have thoroughly investigated Miscavige
since the beginning of 1994.
As a result,
I called the being [the spirit,
which exists independent from his body] L. Ron Hubbard
back,
who had left in January 1986 by suicide, and
who had pretended to himself and to all Scientologists
that "all was in good hands", and
that "he had found out all there is to know about life".
Together
we removed the being Miscavige on 30 December 1994.
The body of Miscavige is
- at the moment of this writing and since 30 December 1994 -
supposedly lying in coma, in Hemet (California),
and a look-alike is presented publicly,
while the actual power is in the hands of Ray Mithoff.
"Religious Technology Center",
and under it the present International Management
- such as Guillaume Lesevre and Mark Ingber
and Heber Jentzsch and Kurt Weiland -
and the top of OSA International,
are all fully informed of this.
And they have been informed of this
since the beginning of 1995.
This is
- according to L. Ron Hubbard himself even -
about the most evil thing one can do to Scientologists.
That is,
to enforce anti-Scientologists on others
as if they are friends and
as if they are 'Scientologists in good standing'.
L. Ron Hubbard is doing it himself
in order to not let Scientologists find out
that L. Ron Hubbard
did put
the most violently anti-social being
and anti-Scientologist
in charge fully and completely and irrevocably in charge,
when L. Ron Hubbard committed suicide in January 1986.
This is one of the highest crimes
committed on Scientologists daily
by L. Ron Hubbard and the rest of International Management,
and they do so knowingly and willingly,
with the sole purpose
to not lose their "power" (for a bit longer).
> Virtually all major religions have gone through periods
> of trial and upheaval, especially during their formative
> years. The Roman Catholic Church, for example, underwent
> numerous schisms which splintered the faith. Sometimes
> history lingers. It took its leaders hundred of years to
> come to terms with and acknowledge the Inquisition was wrong.
The sole purpose of 'RTC'
- created by L. Ron Hubbard and Miscavige in 1982 -
was:
To be able to dictate
prices and
financial penalties and
close-downs of Scientology Missions
and
to fully undermine
the autonomy of "Churches" of Scientology
- autonomy of "Churches" laid down
in the very scriptures
which 'RTC' was supposed to guard and enforce.
The sole purpose of 'RTC' further was
to determine
who should be kicked out of the "Church", and
who would never be allowed back into the "Church",
on demand of L. Ron Hubbard,
Miscavige and Yager and Mithoff and Reiss,
(via a central International "Justice" Chief).
You might find this a strange practice.
But they,
- as any anti-social person or group -
have to first get people IN,
before they can dominate these people
with the threat of kicking them OUT.
The threat is extremely effective
because Scientology Technology
is extremely valuable when applied properly.
The mentioned anti-Scientologists
- and L. Ron Hubbard joining them -
at the head of the "Church" of Scientology,
used and use considerable spiritual power
- also called 'Black Scientology' -
to achieve these ends.
The violent anti-Scientologists Miscavige and Mithoff
were secretly permitted by L. Ron Hubbard
to do higher processing up to OT-Level X(ten).
After L. Ron Hubbard left in 1986,
they went up to OT-Level XII(twelve),
again with L. Ron Hubbard's most destructive permission,
but then they got stuck
trying to do further Levels above that.
This is all in utmost disagreement - to the extreme -
with the basic Technology and
with the basic aims of Scientology
which THEY were supposed to, and openly pretend to,
keep pure and working!
These things are known
to the rest of International Management,
who were only allowed to get up to OT-Level VIII,
just as any other Scientologist
is only allowed to get up to OT-VIII
"until 'Churches' have grown sufficiently".
L. Ron Hubbard wants
that the very principles of Scientology
should NOT be applied
in order to protect and safeguard Scientology.
"If the misdeeds of L. Ron Hubbard
- who ordered anti-Scientologists
in the Guardian Office and
in Top-Management of RTC
to do evil acts for him -
would be known,
then THAT would destroy Scientology."
This is about the same as saying
that the laws of 'Newton' and 'Faraday'
are destroyed
if it becomes known
that 'Faraday' electrocuted himself and
that 'Newton' died from an experiment
with stones dropping from a tower.
> One of the steps taken to ensure that nothing like the
> GO could ever occur within Scientology again was the
> formation of Religious Technology Center (RTC). RTC is
> responsible for ensuring the purity of the religion and the
> Scientology scriptures, and provides a self-policing
> mechanism for the Church.
>
> Indeed, the reorganization of the Church in the wake of
> the GO debacle marked the beginning of a new era. The
> Scientology religion not only successfully weathered the
> storm; it emerged stronger, more stable, larger and more
> influential than ever before. In 1980, there were 328
> churches, missions and groups around the world. Today, more
> than 2,300 such entities span the globe. Dianetics and
> Scientology books are on bestseller lists all over the world,
> with Dianetics, The Modern Science of Mental Health having
> sold four times as many copies since 1980 as it did in the
> whole of the prior 30 years.

> established and it enjoys the wholehearted support of its

(Don't laugh now about the above last paragraph)
The nightmare has come to view, for others to see.
Think what a relief that will be
for the OSA PR-Guys,
to actually be allowed again,
at some time in the future,
to practice the very principles of basic Scientology
for which some of them
originally entered the "Church" of Scientology,
and
to NOT anymore
have to destroy their fellow Scientologists and Humanity
"in order to maintain
the authority and wisdom of L. Ron Hubbard
no matter who or how he betrays".
