Below follows a transcript of the sessions
in which I uncovered
how L. Ron Hubbard (LRH)
started to use "POLICY IS SENIOR TO PEOPLE" in 1966 and since,
to destroy the Church of Scientology.
Confessional on L. Ron Hubbard on 2 Nov 1995, 19:55 GMT,
ordered by Ambassador for Mankind.
(Reported per HCOPL 'Confessionals - Ethics Reports Required')
[Auditor to LRH:] Tell me about the time in 1966
where you decided
to be a Suppressive Person.
[LRH:]
"I withdrew from Church administration. LFBD
I created the Guardian Office.
I made Mary Sue the first Guardian. LF
"That was not suppressive. LF
[LRH asks himself:] "What was suppressive?
That I started to consider
myself and the Church of Scientology
two different things?
"There is a separation that I made at that time. LF
"Not 'my organization' anymore but 'your organization',
an organization by Scientologists,
- run, administered, taken responsibility for
by Scientologists.
"There was a decision in it - not so openly visible -
to resign also from full responsibility for
whatever will be done in the Organizations."
[Koos to LRH:] This is heavily restimulated in present [time]
by Richard Reiss and Ray Mithoff.
But Policy 'written by Ron himself' states that
'Orgs who do not have Ron in it,
who are not "with Ron", will fail',
and so all Scientology Organizations will fail
if Ron is not put back in them,
(which is one of the main purposes
of Ron's Inspector: to put Ron back into Orgs.)
[LRH:] "That is very much appreciated
[that you state this, Koos].
[LRH continues:] "[In] 1966,
there was a certain 'make wrong'
in my decision to withdraw from
administrative functions in Management: LFBD
'You are to blame if something goes wrong from now on.'
"An arrogance, Koos called it, [like]:
'My responsibility was and will lie in the making of Policy,
so that you know what to do.
You can only go wrong in NOT FOLLOWING my Policy.'
"You know the Policy
'The "WHY" ['the reason why'] is God.'
"Now... 'Ron' can never by a 'Why', you get that?
"You would start to look at my decisions, and
you would find an overt [anti-survival act] maybe
or a totally unnecessary handling, or order, of mine.
Now you CAN'T point at me and say 'Ron!'.
No, you would have to find the 'Why' in you:
'What did YOU omit to do?' or
'What could YOU have done?'
and leave 'Ron' out.
"[An] Example:
[The] International Justice Chief System.
"The 'Why' ...Ron?
No! I ask YOU:
'What did YOU omit to do
so that it didn't work for YOU?' LFBD
"'You can't detect ME!'
"[In] 1966, a decision to be as responsible as I could be
as regards [writing] Policy,
but in the final analysis
not be responsible [for the well-being of people].

[Auditor:] At your decision in 1966
'to not be responsible in the final analysis',
which Suppressive Person did you refuse to look at? F
(LRH has a hard time looking at this)
[Koos to LRH:] Was it Mary Sue?
[LRH:] "I am evaluating that carefully.
I considered it already. LF
"She certainly encouraged me.
"SHE ENCOURAGED ME TO GET ON WITH RESEARCH
AND CREATE AN ADMINISTRATIVE SYSTEM
WITHOUT ME DIRECTLY INVOLVED IN IT.
[Emphasis is added.]
"There was a fascination in the concept of
creating an organization
which would function and go on functioning
without my personal supervision.
"[An organization]
which could expand and expand
and no one would have to directly consult me,
so that the organizations
could grow without impediment [without stops]."
[Koos to LRH:] Without WHICH impediments? LF's
[LRH:] "Impediments, like an
unnoticed slowly gliding into
goals which oppose the original goals. LF's
"Impediments, like
verbal data and personal interpretations by staff
changing the workable procedures,
with the ages [as time passes on]
into wrong directions,
into empty ceremonies or into 'principles',
degrading ethics into rules and into morals.
[Note by Koos on 21 July 1996:
But L. Ron Hubbard himself went into the wrong direction,
with the Guardian Office and
with the Religious Technology Center,
and he wrote and most viciously enforces rules and morals
"in order to not change workable procedure" and
"in order to not go into the wrong direction".
The truth of the matter is
that he did NOT WANT TO BE RESPONSIBLE ANYMORE
FOR THE WELL-BEING OF PEOPLE.
He had reached his target of becoming Clear himself,
he had reached the maximum of
his willingness to help people and be good to people,
in 1965.
And now his "work" was mainly
to allow himself to gradually become more and more evil,
while still trying to keep his work intact, whole,
and carried out by others.
As we know, he failed most miserably in the last
[not changing workable procedures],
especially since 1982,
because the first
[slowly gliding into goal which oppose the original goals]
- returning to himself
the right to be as evil as he pleases -
is not compatible with, does not fit
the purpose of securing and safeguarding good work.
The well-being of people
is senior to the methods
that may help to achieve their well-being.
Applying to the letter all the discoveries is impossible,
and has opened the door, the floodgates of hell,
to the way Scientology discoveries are used now:
ONLY IF YOU AGREE TO BE
COMPLETELY DOMINATED BY L. RON HUBBARD,
ARE YOU ALLOWED TO BECOME A
WELL AND HAPPY SLAVE, A HAPPY ROBOT,
OR A MAN TRAINED TO NOT SEE WHAT HE SHOULD SEE.
Many Suppressives have sold this idea to us,
and L. Ron Hubbard is no exception.]
[LRH:] "[So I liked the idea of]
a self-renewing Org[anizing] Board.
That is why we have the Qualification Division, for example."
[Koos to LRH:] And what was Mary Sue
supposed to do about that?
[LRH:] "Mary Sue helped to put the first organizations there,
get people,
place people on their posts on the Org Board,
fill the place
- now I am talking about Saint Hill UK, the Manor -
with life and activity.
"Mary Sue's fascination with the Org Board was,
that she could mock up [imagine]
Organizations growing
and new ones being built on the same concept
by people in the existing Org,
and
'we might be already in quite some other areas
and the Orgs would still expand
and new ones called into existence'
- this was HER IDEA that I took over,
which had in it the irresponsibility [of me]
that I talked about."
[Koos to LRH:] What did Mary Sue do about it
and what were her actual intentions?
[I am pointing out to you, LRH, that]
this is the starting point
of the total complete destruction of Scientology, and
[the starting point of]
its use to bring about super-slavery
at least on this planet.
So, what did she ACTUALLY do
and what were her ACTUAL intentions? F

[LRH:] "Mary Sue imbued [filled] me with the idea of
creating organizations in such a way
that my
supervision, or
control, or
co-ordination,
would be unnecessary.
[Note by Koos on 21 July 1996:
LRH stayed in control of the Guardian Office,
and gave it direct orders
which the Guardian Office directly executed,
(I can personally attest to that, as I have seen it),
but this was all hidden,
and later,
it was convenient to do as if the Guardian Office
had been acting on its own,
even against the "decent" Church of Scientology,
so as to keep L. Ron Hubbard himself
out of prison around 1980,
and to send his wife to prison instead - to repent FOR him -
in a US penitentiary institution.
Had the US government
put L. Ron Hubbard himself in prison,
they also would have saved Scientology
from turning into a fascistic
Mafia-type domination and
enslavement activity, as it is now,
while still pretending to 'save the world'.]
[LRH:] "That's what I called
my 'taking responsibility for [writing] Policy
but in the final analysis not be responsible'.
"The originator of this idea was Mary Sue.
"I would have remained with organizational function
after 1966 still,
if Mary Sue would not have won me for the idea to leave,
and to create the Org Boards in the way I described it."

He blames Mary Sue still
while he himself is the person
who WANTED to get rid of his responsibility for people,
because a natural desire to care and love people
was sorely lacking in the amount required for his job.]
[Koos to LRH:] To leave what?
[LRH:] "To leave, that is, to resign
from organizational functions.
"So we are ... [incomplete thought].
I am looking at Mary Sue."
[Koos to LRH:] To leave what?
[LRH:] "To leave responsibility,
to leave the overall responsibility.
I said it [as], I described it as
'being responsible to the extent
that Policy would guarantee
functioning Organizations with me off lines'."
[Koos to LRH:] To leave [abandon] responsibility for what?!!!
[LRH:] "FOR WHAT WILL BE DONE WITH THE POLICY AT THE END."
[Koos to LRH:] To leave responsibility for WHAT?
[LRH:] "For the live, ah,
for the live activity of Organizations [in] 1966,
and [for] those to come in future."
[Koos to LRH:] Good!
Which Suppressive Person
did you refuse to look at, at that time? LF
[LRH:] "Mary Sue." LF

We still did not find the correct Suppressive Person
he refused to look at, at the time in 1965,
shortly after he went Clear and
dived into a maniacal state of
'opposing his intentions to be insanely serene'.]
[Koos to LRH:] Now, Mary Sue wanted to create a power game.
Did you also want to create a power game
at that time?
[LRH:] "No,
I was interested in further advance in the OT-regions
[research into enhancing spiritual awareness]."
[Koos to LRH:] In order to create a power game,
or in order to help people?
[LRH:] "To help people!"
[Koos to LRH:] What was and is Mary Sue's intention for Mankind?
[LRH:] "She didn't care very much for Mankind.
She 'cared for' the concept
of an ever expanding Organization."

[Koos to LRH:] In plain English that's called a power game.
[Note by Koos on 21 July 1996:
In 1966 already switching to a power-game
with the creation of the Guardian Office
(now called RTC + OSA + IAS),
under the cover of 'having to save Mankind'.]
[LRH:] "Right!
I had drifted off
into being interested in:
what Policies,
what structure,
what organization else,
INSTEAD OF [being interested in:]
what RESULTS IN THE SOCIETY."

[Koos to LRH:] So this is the first [earliest] time
that you put a Suppressive Person [Mary Sue]
in charge of Scientology. LF's
And so it didn't matter
whether [later] Jane Kember and Mo Budlong
were Suppressive Persons
because
'Policy was senior to the activity
and to the lives and well-being of people', and
'Policy would care for the detection and handling
of Suppressive Persons anyway'.
So it didn't matter
to have Suppressive Persons on post,
or to employ [the re-incarnations of] Hitler or Himmler
in charge of Internal Security,
or to have Caspar de Rijk or Richard Reiss
or Ray Mithoff forced on others
as their Case Supervisor
or to force Miscavige or Marc Yager
onto Earth population,
because
"Policy would handle it anyway".
In fact, Suppressive Persons were given free rein
to roam and destroy people's lives
in and with the use of Scientology,
since you made Policy senior to Ethics in 1966, F
in order to give Mary Sue her power game.

[LRH:] "I thank Koos, for his findings."
[Koos to LRH:] So are we going to do something about it? LF's

LRH had been very busy secretly,
as an Operating Satan, since January 1995,
after the removal of Miscavige on 30 Dec 1994,
to ACTIVELY PREVENT ANY REMEDY OR CORRECTIONS.

[Koos to LRH:] Do you rather stay with
Ray Mithoff and Richard Reiss
in order to save your face for
maybe another fifty years? F
[LRH:] "No!"
[The truthful answer has proven to have been "Yes!"
to this question. (Note by Koos on 21 July 1996)]
[Koos to LRH:] So, are we going to do something about it or not?
[LRH:] "We do!"
[Truthful answer would have been:
'I have already done everything I could, secretly,
to PREVENT you, Koos, from doing anything about it'.

[Koos to LRH:] Then I want that you start supporting Koos [me]
instead of pretending to support Koos
and that you instruct Koos about
what action to take
in order to clean up this mess,
instead of keeping the mess there
in order to remain "right".
[LRH:] "OK! You will hear from me!
[LRH:] "I want to have Richard Reiss gone. LFBD's
This will be one of my first actions,
to send him away.

[Auditor:] I perceived that Ron is very glad
that Koos puts out the truth that
'PEOPLE are senior to Policy'
(and not 'Policy is senior to people). LFBD
I perceived that Ron gives Koos his full approval LFBD
for Koos picking up and handling
what has gone wrong on that. LFBD

This has all been deception by LRH, intentionally,
in order to cover up how he has tried
to block Koos from remedying things.

"No one on [Org] lines - a PC [preclear], student, or other -
no public person who drops in [visits an Org]
out of curiosity or out of interest,
or who is routed in, and
no staff either,
should be left hanging around,
'ARC-broken' [upset],
with by-passed [emotional] charge,
in bewilderment,
with problems, etc,
for a minute!

in order to cover up his actions and plans
to NOT remedy anything.
