Now I am very sorry to tell you the very bitter truth
that this is not a fight between Munich Org and Koos,
or 'OSA' and Koos, or 'RTC' and Koos.
This is a fight between LRH and Koos.
And Munich Org, 'OSA', 'RTC' and the 'IAS' (LRH's war-chest)
are merely troops
which he has deployed [put in strategic places].
The fight is for LRH's sanity - and with it -
for the sanity of all Scientologists,
which he tries to fight against with tooth and claw.
It is probably as unexpected to you
as it is to me, to hear this.
The fight of LRH against me
started exactly in August 1976,
when he saw me in Anaheim (near Los Angeles).
At this time,
LRH was already one year together with David Miscavige,
whom he had already then secretly chosen as his successor.
From 1976 onwards, LRH has tried to kick me out, in order to
protect his non-survival intentions and his withholds.
Now, LRH is in good hands with us,
but he is still kicking and biting.
One of these kicks and bites
is now the Scientology attack from Munich on me.
I have removed LRH's generals
(Miscavige, Yager, Mithoff and Reiss
- who wanted to keep him irresponsible
and out of the way forever)
from his troops,
but LRH still has enough command over his troops
to let them fight me
in furious attempts to protect his intentions
of preventing others from looking at him.

regarding Koos.

"In Munich Org:
- Karin Schiele [suppressive HCO Area Secretary Munich Org] LF
is furious about Koos's last communication.
"- Goetz Neubert [psychotic Ethics Officer of Munich Org] F
- Johann Altendorfer [Dir of OSA in Munich Org] LF
- Babsi Weber(-Ecin) [suppressive HCO Executive Secretary] F
they want to see in Koos's last communication
nothing else but 'proof' that
'Koos is a Suppressive
and wants to destroy the whole of Scientology,
and wants to have anarchy
and people left prey to their 'bank' [reactive mind],
left to do with Scientology material
whatever their 'bank' [reactive mind] tells them to do.'
'But Koos will not get any [Scientology-]material
for what he has in mind
(books, tapes, E-Meters, Course Packs,
and certainly not the OT Level Materials),
and should he try to copy those materials
he will get in trouble with copyright-law
and will be ruined [by us]!'
[Bill:] "This is a unanimous opinion [of these three]."
[Koos:] This, what they think,
is the 'PR-line' of Religious Technology Center
[a suppressive group within Scientolgy
started by the removed Head of the Church,
David Miscavige, in 1982],
and before that, of the Guardian Office
[predecessor of a rather insane group
within Scientology,
the 'Office of Special Affairs' (OSA)],
with which these suppressive or insane groups
within Scientology justified
their suppression of the dissemination
of the very valuable discoveries
contained in Scientology:
'If people use Scientology they will destroy it
- only WE can safeguard it'.
[Koos:] This is also the 'PR-line'
which we know from the Senior C/S FLAG
now removed by me, Richard Reiss:
'If people use Scientology
in their life outside the Church,
they will destroy themselves' [said Richard Reiss].

[Koos:] This is in direct conflict with what LRH wrote in 1950
about his discoveries, in the book
'Dianetics, the Modern Science of Mental Health'. LF
[Bill:] "This is a correct indication." LFBD
[Koos:] In this book, ('DMSMH' for short),
LRH opposes this very idea,
that it's 'dangerous' and
'that it has to be left to experts', etc.
The suppressive groups within Scientology
cover up their intention
to destroy Mankind and
to prevent people from having and using Scientology,
by enforcing
'you can't use this outside
our direct influence over you'.
[Koos:] LRH has the choice now:
either he makes Munich Org ethical - now -
or I will have the Bavarian Government
make LRH and Scientology ethical.
Very simple choice.
[Bill:] "Anni Maisriemler [of Munich Org],
who had some intention
to step back from her legal action against Koos,
turned against Koos immediately
as soon as she heard about the contents
of Koos's fax [to Munich].

"OSA Dir Southern Germany in Munich, Manfred Buergel,
'is in flames', is displaying the same fury as the others."
[Koos:] War is on and the 'Third Party' is L. Ron Hubbard.
A 'Third Party' is
somebody who is fomenting [inciting] and keeping up
unresolvable fights between people
who otherwise would help each other.
So the main Suppressive Person in this case
is L. Ron Hubbard.
[Koos:] Now we still want to know:
What is OSA in Munich, what is Manfred Buergel,
planning to do about it?
[Bill:] "Manfred Buergel ordered the lawyers [for Munich Org]
to go ahead with their attack on Koos.
He faxed to OSA International and RTC [in Los Angeles].
The intention is
to get more libel-cases launched against Koos,
so that no Government Institution would believe Koos. LF
[Bill:] And Manfred Buergel puts out:
'People are anyway tired of
reading in the press about Scientology,
or they read it and turn away from Scientology.'
'So, Koos's press-coverage for his case
"TO SPEAK UP FOR A DE-CRIMINALIZED SCIENTOLOGY"
wouldn't work
"due to the nature of the reactive mind"
and "due to the nature of the press".'
'The press wouldn't want to make promotion
FOR Scientology
(FOR a better Scientology or
FOR a de-criminalized Scientology).'
'And Koos would then only be used [by the press]
to spread opposition and animosity AGAINST Scientology.'
[Bill:]
"This is an indoctrinated opinion [OSA has about the society].
It is NOT true that all Governments
are 'only out to destroy Scientology'.
It is half-half:
one half [of OSA-opinion] is
governed by the interest
of Suppressive Persons INSIDE Scientology
to let none of their [own] evil doings be known,
and
the other half [of OSA-opinion] is
the hard won experience
that there ARE Suppressive Persons in the society
[OUTSIDE of Scientology],
who want to see Scientology prohibited."
[Koos:] But LRH uses and has USED, since 1966,
that all governments
are out to destroy Scientology, as a fixed solution.
He used it:
1. in order to invite criminals
into the Guardian Office
and into Scientology Management;
2. to not look at his own intentions
to destroy his true friends with the purpose
to establish an
"admiration-machine" for himself

3. to actively prevent the use and dissemination
of his discoveries
by LRH himself listening to these criminals
which Ron [LRH] invited into Scientology;
4. as a justification
for secretly putting the criminals
Miscavige, Yager, Mithoff and Starkey
in charge of the Church of Scientology
and by agreeing that they create for him the
anti-Scientology Organisation
"Religious Technology Center"
and LRH giving that group, 'RTC', in 1982
the power F
to destroy any Scientology Church or Mission
and any Scientologist, or Scientology-family,
through covert operations,
through PR attacks,
through legal attacks and
through VERY EFFECTIVE INTIMIDATION
by a threat of
expulsion and ex-communication F
"if you don't do exactly as we say"
and that UNDER THE GUISE OF IT BEING ETHICS.
[The expulsion and ex-communication
is falsely called a
'Suppressive Person'-declare,
in order to give it a veil of
being ethical.
It is an Order,
denying and prohibiting all communication
from all Scientologists and
all Scientology related businesses
to the ex-communicated person,
on penalty of immediate expulsion
and also ex-communication
for non-compliance with the Order.
It has proven extremely effective,
as you know,
as an instrument to drive people insane
and make them criminal
(as Munich Church Staff since 1991).
The Order is issued
without any previous hearing or defense
by the unknowing victim,
decided solely at the wim of any
insane 'Ethics Officer'.
The Order is giving a flavor of
authority and rightness
by having it signed by
an International Church Official called
International Justice Chief.
The Order is successively made known
to all Scientologists and
all Scientology Organisations
the victim is or could be
or could in future get in contact with.
On top of that,
all Scientology Institutions, groups,
Missions and Churches
receive a copy of the Order.
Note that this is done,
with the consequenses for the victim
described above
- which usually ruins his life,
his business and his family -
without the victim having been heard or
having been given a chance or possibility
to defend himself.
And after the issue of the Order,
nobody is allowed to listen to
or receive any defense from the victim,
except the 'Justice Chief' in Los Angeles
who may reply never or in a few years
to any defense brought forward.
This passes for Justice and Ethics
in the Church of Scientology
since LRH deserted active management

[Bill:] "I get some intention from OSA Int
that they are evaluating:
'What else could we attack Koos for?'" F
[Koos:] What will RTC do?
[Bill:] "It seems that RTC would provide more data about Koos

to attack Koos on."
