That means,

  are based on more data found out about
   events,
   people,
   organizations
    and their history.

These things change,
 and when more data comes to view,
 the viewpoint on particular people
  or organizations
  or events
 can become considerably more accurate.

So,
 in order to be quickly informed
  about particular individuals
   and organizations
   and events,
 you read from late to early.




But if you want to acquire an understanding
 of HOW to handle
 or HOW to find out similar situations
  or people
  or organizations,
 then it is wiser to study
  from as early as possible
   toward the latest.

Normally one does that
 after one has quickly informed oneself
  with the help of the most recent issues on a subject.

The DATE OF REVISION is not visible from the RI-Bulletin Number,
 only THAT it was revised.

To find out the revision date,
  you have to look the Bulletin up,
 or
  you could look it up in a list
    - which will be issued for that purpose,
      or which you can make yourself -
   on what date a Bulletin was revised.
