This RI-Bulletin may very well have the greatest impact
 on the future of all of Mankind.

(With it one can even return Scientologists
 to decency and honesty,
  a task which up to now has proven to be impossible.)



We have the problem of people
 who do not WANT to locate themselves
 but who WANT to stay confused.

There are those
 who do not WANT to find out
  THAT they are capable of own spiritual creation
  and that they are capable of thereby holding an own position.

There are those people
 who do not WANT to find out
  who they really are,
  what really is their OWN spiritual creation
   as different from the spiritual creations of others.

We also have the problem of people
 who do not WANT to find out and make up their mind
  on what side they are.


These are respectively
 the Conditions of Confusion, Treason, Enemy, and Doubt,
  which have been somewhat defined by L. Ron Hubbard,
  and he did put them together in the right sequence.



There is a considerable amount of people
 who fall in the category of
  'don't WANT to really find out
    where they are and so end their Confusion'.
  'don't WANT to find out that they are capable of
    creating and holding a position as a spirit' and
  'don't WANT to find out what really is their own creation',
  'don't WANT to choose sides',


You can get these people repeatedly
  to do these Conditions of Confusion, Treason, Enemy, and Doubt,
 and
  they may pretend to thereby
   return or regain their desire and intention to survive,
  but after an hour or a day or a month
   you are forced to experience
    that they do not want to:
      They just don't want to locate themselves,
      they just don't want to create and hold a position,
      they just don't want to determine
        what are their OWN creations and
        what in fact are creations of another, and
      they don't want to decide
        on a survival course of action and alliance.

They want to rather hide their abilities, their observations,
 their help, their goals for life.


The being L. Ron Hubbard is currently in this Condition,
 his wife Mary Sue is, his friend Pat Broeker is,
 and then more or less
 the whole top executive strata of the Church of Scientology,
  is currently in this Condition.

THEY ARE HIDING and they don't want to come out of it.

I have assigned L. Ron Hubbard a Condition of Confusion,
 or rather, he agreed to do it under my supervision,
  but he did not WANT to stay out of the Condition,
 (Mark Ingber of the Watch Dog Committee, the same case).



The breakthrough is
 finding and defining the common denominator
  of all these people
  who are BELOW a Condition of Confusion,
   which is:

                       The CONDITION OF HIDING.


Even without defining this as an Ethics Condition
 and without placing the Condition in any way where it belongs,
  L. Ron Hubbard and Jutta and I applied it on David Miscavige,
  during 1994.

That is, HE did not apply the Condition to himself,
 but we applied it ON him.

We looked for, and found,
 places in the physical universe
  where David Miscavige was hiding spiritually.

I don't think I have reported to you these particular actions
 in the RI-Bulletins - they did not make very interesting reading -
 but we have reported on 'finding hidden "anchor-points"'
  of Richard Reiss and Ray Mithoff.



Lower than a Condition of Confusion,
 we have the Condition of Hiding.

The person (as a spirit, of course) has hiding-places,
 which he has created, or not created but chosen himself.
 Here he feels safe.
 It does not mean that he is hiding all the time there,
  but he uses that hiding-place or several hiding-places,
   to withdraw to, or maybe even
   to launch hidden attacks from, or probably
   to maintain a good opinion or image of himself, or
   to hide from responsibility for others,
    and so on, and so on.



The Formula for the Condition of Hiding is

        'FIND OUT WHAT LOCATION YOU ARE HIDING.'


        Or
        'Find out where you, as a spiritual being, are hiding.'
        Or
        'Find out what place you use, as a spiritual being,
         to hide in or withdraw to.'
        Or
        'Find out what hidden place you use to oppose others.'
        Or
        'Find out in what place you
         do not have to be responsible for others.'
        Or
        'Find out in what place you can tell as many lies
         and have as many false opinions as you like,
         without any repercussions.'
        Or
        'Find out what place you have successfully kept secret.'
        Or
        'Find a hidden location which you are willing to keep hidden
         by all means and with all your force.'

        ('Place' and 'location' mean the same thing here.
          You could also say 'what point',
          instead of 'what place' or 'what location',
           to suit your taste.)


This might very well be THE formula
  for creating honest and decent beings,
 or, to be more precise,
  THE formula for returning people
   to their native decency and honesty.

This is my main goal, and I think it is your goal too.




When a person has remedied this Condition of Hiding,
 he can NOW actually go up the rest of the Conditions,
  towards survival.

And believe me, people DO want to survive.
 All those apostles of Nirwana and eternal extinction
  are only "solving" their past failures to help others
   and their failures to create life.
 They also are, all of them, in a Condition of Hiding.


The Condition-formula(s) to remedy the Condition of Hiding
 might have to be done several times,
  because
   somebody might use several hiding-places,
   or he might not want to make certain hiding-places known,
   or he might not make a hiding-place inside a hiding-place, known.



The 'Condition of Hiding'-formulas
 can also be
  Audited
  or Solo-Audited
  or applied by one person to another
   in an Interview or in a Confessional.


This will not only change the Church of Scientology completely,
 but it will also be that what Mankind needs
  in order to now successfully use the tools
   which L. Ron Hubbard discovered or forged
    for increasing the abilities and power of individuals.

As we have seen very extensively,
 you can't use those tools successfully
  without ALSO SOLVING (the recovery of lost) decency and honesty.


The last attempts of L. Ron Hubbard
 to solve this problem of how to make people decent and honest,
 were 'The Way to Happiness', 'Eligibility Checks'
  and 'False Purpose Rundown'.

But all these "solutions",
 including the Scientology-Ethics-Codes,
 lists of Crimes and High-Crimes,
 and Committees of Evidence, etc.,
  were too much a resort to morals and to rules
   that were not native to a being nor to a group,
   but which are heavily enforced arbitraries.


NOW we have a solution
 - with this RI-Bulletin on the Condition of Hiding -
    which is BASED ON THE NATURE OF A BEING
    and the nature of a group.

When we help someone
 to get out of a Condition of Hiding,
  he becomes decent and honest again,
   based on HIS OWN DESIRE TO BE DECENT AND HONEST.


Man IS basically good.
 Only by addressing that basic goodness,
  we will return it to him.
