The CONFIDENTIALITY of the Upper Levels of Scientology
 is, especially since 1982, but also already earlier,
 solely USED
  in order to suppress and manipulate people,
  in order to destroy people's decency, and
  in order to make them into
   criminals who are willing to destroy
    even their closest friends and family AND their own group
     in order to "secure the advantage for self
      of obtaining and doing the confidential OT-Levels".


This is the second major inversion of Ethics
 which was instigated and carried out
  by L. Ron Hubbard in and with the Church of Scientology.


The initial idea was totally correct,
 but then he, L. Ron Hubbard, inverts the idea
  by using it to manipulate and suppress people.

These two intentions:
 1. to manipulate people and
 2. to suppress people
 have been always very much present
  in the being L. Ron Hubbard,
   and occasionally he overcame that very bad side of himself,
    as in the beginning of his lifetime as L. Ron Hubbard.


The survival idea
 of the confidentiality of the OT-level material,
 I have described extensively in
  RI-250i 'Preventing Mis-use of OT-materials' of 4 Aug 1995, and
  RI-251i 'Use of OT-materials' of 4 Aug 1995.

Now
  (the whole of NED for OT's material
   is now available publicly on the Internet)
 it appears,
  that any adverse effects
  of releasing this confidential material to the public,
   are in actual fact MINIMAL.



The other idea which was inverted by L. Ron Hubbard was
 the concept of 'Suppressive Person'.
  (see RI-556i 'MAN is Basically Good - Not LRH, OT XXIII' 11 May 96)


Again the concept has considerable validity and workability
 because one of the main characteristics
  of destructive intentions is
   that THEY ARE HIDDEN in a cloud of confusion.


Penetrating through this cloud,
 and making the findings and detection
  of a Suppressive Person known,
   is what all detective stories try to do
   and what courts of Law
    and crime police are striving at.
These institutions are (unintentionally) ALSO
 protecting a lot of Suppressive Persons
  because they know hardly anything
   about the subject of hidden destructive intentions.

The subject of hidden destructive intentions is
 completely avoided by psychology,
 deliberately misrepresented in psychiatry, if at all taken up,
 not understood by any religion, and
 fully justified and "explained"
  (as "normal" and "unavoidable" usually)
   in any esoteric or eastern type system of thought,
    practice, belief or religion.
 (I will be most happy to be contradicted on this, if possible.)


Also, in the subject of Law,
 no effort whatsoever has been made, really,
  to UNDERSTAND destructive intentions and criminals.

Yet, all these subjects which I just mentioned
 (the people creating these subjects)
  believe, or pretend, or are expected to
   handle and have solutions
   to this subject of criminals, of destructive intentions.

How can they handle something they don't even understand!


The concept of "Suppressive Person",
 - a being who has and executes
   mainly intentions to destroy others,
   and who very cunningly hides these intentions
    while still executing them -
 is a very valid concept.

That's what a thief
 [or a Scientology IAS-Tours staff, for that matter]
 does:
  he does NOT go up to somebody and says
   "I would like to have this,
    what can I do for you in exchange?"
  No,
   he cunningly HIDES and misrepresents his intention,
    in order to successfully get something for nothing.

L. Ron Hubbard inverted the concept of "Suppressive Person",
 to:
  Anybody who opposed or nearly found out
  L. Ron Hubbard's OWN intention to
   manipulate and oppress, invalidate,
   cut down, and destroy people.

Confirming the hidden character of destructive intentions,
 he did this very cunningly and very secretively,
  as is described extensively in the RI-Bulletins
  and in many other statements.



By making the confidential OT-levels known
 to Scientologists or Ex-Scientologists,
 - meaning people trained in Scientology,
   (like a medical doctor would be a medical doctor
    because he knows how to cure certain diseases
    or how to repair certain wounds,
     and NOT because he is a member
      of the American Medical Association),
   (anybody who is not trained very well
    in the subject of Scientology
     could not even understand, much less use,
      the OT-level material) -
 THESE SCIENTOLOGISTS BECOME FREE
  to a considerable extent
   FROM THE NECESSITY
    TO LET THEMSELVES BE MANIPULATED AND SUPPRESSED
     and forced to destroy their friends and their group
      in order to be allowed near the confidential materials.
  (see RI-83i 'The Right to Study and Apply Scientology' 16 June 94)

A further purpose and effect
 of making the confidential OT-level material known
  to any Scientologist
 is so that they do not become susceptible anymore
  to
   being controlled,
   manipulated and
   suppressed
  by THE MYSTERY OF
   PEOPLE "WHO HAVE DONE THESE OT-LEVELS",
    meaning:
     these people (who have done one or more confidential OT-levels)
      could just tell others more or less anything they liked,
      and say, for instance,
       "This is good for you, you must first do
        [spend all your money on] this action
         before you are 'ready for' the OT-levels,"
      or
       "If you report upon so and so person, or take him to court,
         you will never be allowed to have the OT-levels".


You see, they don't want competition
 of another person becoming OT as well,
  who would thereby be able to observe and report HIM
   as being far from well-intentioned to Mankind.

Alone in that way already,
 THE MYSTERY CAUSED BY THE CONFIDENTIALITY
  of the OT-levels, by itself,
   IS INDUCING A TREMENDOUS AMOUNT OF INSANITY
    AMONGST SCIENTOLOGISTS,
   and it is in fact almost a guarantee
    for letting those who HAVE done the confidential OT-levels
     be - as an 'elite' - as nasty and mean and evil
      as they please (or
      are forced to be)
       in order to (they themselves)
        "not be barred from their NEXT OT-Level".


Most vicious and flagrant examples of this
 have been described extensively in the RI-Bulletins.

For instance,
 Marc Yager [CO CMO INT] and
 Richard Reiss [Snr C/S FLAG]
  received
   the not yet issued (neither to staff nor to public)
   OT-levels IX and X,
  as a reward
   for being most viciously
    suppressive and destructive to Scientologists (!)
    in order to cover up
     the crimes and evil sides of L. Ron Hubbard.

Ray Mithoff and Pat Broeker received the OT-levels IX and X
  as a reward
   for allowing L. Ron Hubbard
    to be as evil and irresponsible and insane
     as he wanted to be,
    (see RI-288i 'The Main Evil Purpose' of 15 Oct 1995)
 and
  as a reward
   for not informing others
    - any Scientology staff or Scientology public -
   of the fact
    that David Miscavige
    - who had been chosen by L. Ron Hubbard as his successor, and
      to whom L. Ron Hubbard SECRETLY gave
       all legal and organizational powers -
    WAS a most vicious and violently anti-social Suppressive Person,
     despite the fact that his case had been supervised
      by L. Ron Hubbard himself, and
     despite the fact that he had done the L's and also OT X.


As a further reward
 for letting L. Ron Hubbard commit suicide, as he wanted it, and
 for keeping Miscavige on post
  also AFTER the death of L. Ron Hubbard in 1986,
   Ray Mithoff received
    all the OT-level materials up to OT XXIII(23),
     to co-audit up with Miscavige to OT XII, which they did,
     and from there on up, which they did not manage.

Ray Mithoff and Miscavige
 did not manage to use the OT-Levels above OT XII
 for their own benefit,
  because they did not know how to run it,
   as their case was not up to it.

Miscavige was removed by Koos on 30 December 1994.

(But no doubt the being L. Ron Hubbard
 is right now TRYING to "remedy" things,
  so that his "mighty" warriors
   - the ones Koos has not yet kicked off their post -
   Ray Mithoff, Richard Reiss, and Marc Yager,
    will continue to do that
     what they were rewarded for by L. Ron Hubbard.)



As the CONFIDENTIALITY of the OT-level material
 HAS been used and is ONLY being used
  to reward criminals
 or
  to destroy, throw out, or cut down decent and responsible beings,
 THE ADVANTAGE
  OF MAKING ALL THESE MATERIALS KNOWN
   TO ALL SCIENTOLOGISTS AND EX-SCIENTOLOGISTS AND TO ANYBODY
    WHO EXPRESSES AN INTEREST IN THEM,
 IS BIGGER
  BY A FACTOR OF A MILLION TO ONE
 than
 the disadvantage
  of people maybe becoming confused about these materials.


This danger has always existed
 in ALL the Scientology material
  that is presented openly in tapes, books, and courses.

 (Some nitwit called Nancy Foster
   [former Assistant Commodore Staff Division 6 under Diana Hubbard]
   used to shout at me "Oh! This should be confidential!",
   while waving some book like 'Scientology 8-8008' at me.
  No wonder she worked for and still works for
   Suppressive Persons in the Church of Scientology.)


It is ALREADY restimulative to some people
 - as we know from the newsgroup alt.religion.scientology -
 to tell them
  that they ARE a spiritual being, and are not a body.


Thirty or forty percent of the population
 will become slightly confused
  when you tell them that THEY HAVE lived before,
 but
 sixty percent of the population
  will be very happy and grateful
   that you remind them of the fact!
 [The numbers are my guess only.]



THE CONFIDENTIALITY OF ALL SCIENTOLOGY MATERIALS,
 whether
  OT-levels, Power Processing, Clearing Course,
  or confidential administrative Policies,
  or statements of End Phenomena of Grades or Levels or Rundowns,
   IS
    HEREBY CANCELED.


There are NO exceptions.

Any disadvantages
 seen from a narrow-sighted viewpoint (see footnote)
 are outweighed
  a million times by the advantages.


Better learn to work with the fact
 that the OT-materials and other material
  are NOT confidential anymore,
 and learn to be decent to your fellow Man, and
  to Mankind.

I mean it!


This is the ONLY way
 Scientology Churches and Advanced Organizations and FLAG
  will get back to
   delivering actual valuable Scientology Services,
  because then people will only go there
   if these DO deliver the highest quality and fastest service,
   and not "because they can't go anywhere else".

This is a further and major step
 in de-criminalizing
  Scientology Organizations and their members.

If necessary,
 legal steps will be taken or laws will be enacted
  to enforce this,
   per RI-83i 'The Right to Study and Apply Scn Can Never Be Denied'
    of 16 June 94.

         Seen from a narrow-sighted viewpoint,
          like from the viewpoint of an "Ivory Tower" Case Supervisor,
          far removed from the world
           in which others live and die and suffer
           and are ill and have psychotic breaks
           or wars or famine or poverty.

         Very far removed from the real world
          are these Case Supervisors,
          "removed" by a host of "instructions" and Sea Org "morals"
           provided by L. Ron Hubbard
            which basically destroy or invalidate
            the desire to care for people.

         Do you know, that, according to his instructions,
          I would not have been allowed to care for him,
           meaning to audit him and supervise his case?
